The 4th Session of the 13th Hubei Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) opened.
The 4th Session of the 13th Hubei Provincial Committee of the Chinese People’s Political Consultative Conference （CPPCC） opened on the morning of January 26 at the Hongshan Auditorium in Wuhan．
Wang Zhonglin， Secretary of the Hubei Provincial Committee of the Communist Party of China （CPC）， and Li Dianxun， Deputy Secretary of the Provincial Party Committee and Governor of Hubei， were seated on the podium and congratulated the opening of the conference． Sun Wei， Chairman of the Provincial CPPCC， Erkengjiang Tulahong， Deputy Secretary of the Provincial CPPCC Party Group and Vice Chairman， along with Vice Chairpersons Zhang Baiqing， Ma Xuming， Zhang Weiguo， Yang Yuhua， Qin Shunquan， Wang Hongling， Wang Xingyu， and Secretary－General Tu Yuanchao， were seated at the front row of the podium．
A total of 705 members were expected to attend the session， and 679 members were present， meeting the required quorum．
At 9 a．m．， Erkengjiang Tulahong announced the opening of the conference． All attendees stood， and the national anthem of the People’s Republic of China was played．
Wang Zhonglin， on behalf of the Hubei Provincial Committee of the Communist Party of China， expressed warm congratulations for the successful convening of the conference． He noted that in the past year， the entire province has deeply studied and implemented the spirit of the 20th CPC Central Committee’s Fourth Plenary Session and General Secretary Xi Jinping’s important speech during his inspection of Hubei． They have profoundly understood Xi Jinping’s higher positioning， higher standards， and higher requirements for the province’s work， using the acceleration of the construction of an important strategic fulcrum in central China as a guide． This includes enhancing the capacity and quality of cadres and motivating them to take responsibility as a guarantee， comprehensively implementing the “Seven Major Strategies，” improving the “Seven Capacities” as a whole， and gathering strong forces to build the fulcrum． The foundation for fulcrum construction is becoming stronger， the momentum is more robust， the functions are more complete， and the support is more powerful． The provincial CPPCC has united and led CPPCC organizations at all levels in the province， as well as CPPCC members， to organically combine the leadership of the CPC， the united front， and consultative democracy． The political construction is solid， services to the overall situation are effective， consultative democracy is productive， and consensus－building has been successful． The CPPCC has contributed significantly to the province’s high－quality development by fulfilling its duties in loyalty， assisting in development， serving the people， conducting democratic supervision， and maintaining unity．
Wang Zhonglin emphasized that this year is the first year of the 14th Five－Year Plan and a year of accelerating progress in fulcrum construction． All levels of CPPCC organizations and members should adhere to Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era， keep in mind the earnest instructions， and fulfill their responsibilities． They should unite and work together， strive for progress， and continue to make progress in fulfilling the mission of building the fulcrum． CPPCC members must solidify their political stance， uphold their original aspirations， focus on learning the thoughts of the CPC， strengthen their mission， and contribute to advancing the strategic goals of the province． They should also work on deepening consultations on important issues related to Hubei’s long－term development and the well－being of the people， improve democratic supervision， and better practice the mission of “the CPPCC for the people．”
The focus should be on unity and collaboration， assisting the CPC and the government with policy promotion， resolving doubts， and stabilizing expectations． This will strengthen the foundation for building the fulcrum and create a strong sense of unity and progress． In addition， they must focus on strengthening the foundation， rejuvenating the CPPCC， and improving the abilities of CPPCC members in political judgment， research， public outreach， and collaboration to achieve new breakthroughs in the CPPCC’s work． The Hubei Provincial Committee of the CPC will continue to support the CPPCC， consciously accept democratic supervision， and work to create better conditions for the CPPCC to perform its duties．
Sun Wei， on behalf of the Standing Committee of the 13th Hubei Provincial Committee of the CPPCC， reported on the work of the Standing Committee． He stated that under the strong leadership of the Hubei Provincial CPC Committee， the provincial CPPCC and its Standing Committee had adhered to Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era， firmly supported the “Two Establishments” and “Two Safeguards，” comprehensively implemented the spirit of the 20th CPC National Congress and the successive plenary sessions， and deeply studied Xi Jinping’s important thoughts on strengthening and improving the CPPCC’s work． The provincial CPPCC effectively combined the Party’s leadership， united front， and consultative democracy， playing a role in building consensus， providing political advice， offering services to the people， and promoting development． It has contributed to the high－quality development of the Yangtze River Economic Belt and helped accelerate the construction of an important strategic fulcrum in central China．
Sun Wei emphasized that 2026 is the first year of the 14th Five－Year Plan and also a year to accelerate progress in building the fulcrum． The provincial CPPCC will continue to adhere to Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era， making full use of the Party’s leadership， the advantages of the consultative system， the broad network， and the talent pool． It will focus on strengthening ideological understanding， concentrating efforts to achieve good results in the opening of the new phase， and ensuring public services are attentive and effective． It will also focus on strengthening unity and advancing collective wisdom to lay a solid foundation for a good start and the decisive progress in fulcrum construction．
Qin Shunquan， on behalf of the Standing Committee of the 13th Hubei Provincial Committee of the CPPCC， reported on the proposal work since the third session of the 13th Provincial CPPCC．
