
On November 20, our city held the ninth session of the “Decisive Victory in Closing the 14th Five-Year Plan and Planning for the 15th Five-Year Plan” series of press conferences, focusing on “New Urbanization.” The press conference featured representatives from six departments, including the Municipal Housing and Urban Renewal Bureau, the Municipal Public Security Bureau, the Municipal Bureau of Natural Resources and Urban-Rural Construction, and other relevant units. They collectively presented major achievements and key progress made in the city’s “New Urbanization” efforts.
Quality Leap: Building High-Quality Urban Living Spaces
In the past five years, the urban built-up area of Xiantao has surpassed 65 square kilometers. The focus of urban development has shifted from “scale expansion” to “quality improvement,” achieving a profound transformation in functionality from “existence” to “quality” and “aesthetics.” This shift has brought the vision of a better life for citizens into reality and rooted it deeply in the community.
Our city has innovatively implemented a systematic transformation model combining “greenways + parks + commercial districts + neighborhoods,” promoting gradual upgrades of residential areas, communities, and districts. As of now, 561 old residential areas built before 2000 have been completely renovated, giving them a fresh look. Over 190 elevators have been installed, allowing residents to reach their homes directly with a single press of a button. The construction of complete communities has made significant progress, with coverage rising from zero to 40%. Twenty-eight communities, such as Mantingchun and Textile Park, have established integrated property management and community governance mechanisms, significantly enhancing residents’ sense of belonging and identity. After the opening of Jiangtan Park, it has connected four major functional areas—ecology along the river, leisure tourism, sports and fitness, and the nighttime economy—becoming the “urban living room” for residents to share.
Citywide Sharing: Advancing the Urbanization of Rural Migrants
Our city has used the household registration system reform as a breakthrough, continuously improving the quality of urbanization for rural migrants, allowing “new citizens” to truly “move in, stay, and live well.”
Since 2015, over 60,000 rural and other permanent residents have been granted urban household registration. Since 2016, a comprehensive residential registration system has been implemented, registering over 40,000 mobile population members and issuing more than 40,000 residence permits. Holders of these permits are eligible for equal access to nine public services, such as education and healthcare, as well as seven convenience measures. By implementing the “one-time notification” and “one-stop service” systems, and deepening the “Internet + Household Registration” reform, 147 high-frequency household registration services are now available online, answering over 2,000 citizen inquiries and processing more than 1,500 cases annually, reducing the need for residents to travel for services.
Our city has also introduced comprehensive livelihood policies, focusing on key groups such as multi-child families, teachers, medical staff, university students, introduced talent, and rural migrants. These policies optimize housing subsidies and group purchase discounts. As of October 30, policy approval forms have been issued to 9,115 families, with 7,065 families completing online house purchases. The total transaction value of policy-based housing has reached 4.829 billion yuan, with 584 million yuan in home purchase subsidies distributed. Additionally, 809,560 yuan in deed tax subsidies have been issued in four batches to 1,189 homebuyers. To meet the housing needs of new citizens, young people, and industrial workers, we have built a “market + guarantee” supply system. The West City Mingyuan Youth Community (affordable rental housing) has completed demand surveys, renovations, and allocation, while 350 public rental units in Xiantao Spring Phase VI have been successfully allocated. Moreover, 607 households from the urban renewal project have realized their “dream of a stable home.”
Integration and Coexistence: Drawing a New Blueprint for Coordinated Urban-Rural Development
Our city insists on coordinated urban-rural development, empowering public services with smart technology and enhancing livability through ecological improvements. This approach ensures that the benefits of urbanization are shared by all.
The municipal government has achieved 100% coverage of the administrative network from provincial to village levels, with the highest bandwidth reaching 1000M, establishing a “digital highway” connecting urban and rural areas. Through the “iXiantao · Xianbanhao” app and offline smart government service centers, 10 types of high-frequency public services are now accessible at residents’ fingertips, and 959 services are available 24/7 for self-service processing. The “smart guide” function uses natural language interaction to guide residents through processes, significantly reducing service barriers. Our smart healthcare platform bridges the data gap between hospitals and community clinics, enabling online services such as appointment scheduling and health record inquiries. The “Mian Cai Code” provides a one-stop service for talent. Various smart applications, including unmanned police stations and refined oil supervision, cover multiple areas, allowing urban and rural residents to benefit from the digital transformation.
Our city is also making coordinated progress in sewage treatment and the construction of beautiful rivers and lakes. We have completed source control of 129 river discharge outlets, cleared micro black and odorous water bodies, and transformed urban waterfront spaces into vibrant scenes where “water is clear, rivers are smooth, the banks are green, and businesses are thriving.” Our efforts in underground pipe network improvements have made significant strides, with 120 kilometers of urban main and secondary roads undergoing rainwater and sewage separation, and ongoing rectification of pipe network issues. The concentration of domestic sewage collection has reached 70%, with treatment capacity rising to 255,000 tons per day—an increase of 55.6% from the beginning of the 14th Five-Year Plan. Rural sewage treatment now covers all townships, using an “integrated factory-network operation” mode. Seventeen township sewage treatment plants and 657 kilometers of pipelines serve all townships and some small towns with populations of over 2,000. The annual treatment capacity is about 13 million tons, and the water quality meets the national Grade A standard. Our sewage collection rate, pipeline coverage, and other indicators are among the best in the province.
Looking Ahead to the “15th Five-Year Plan”
As we look to the “15th Five-Year Plan,” our city will anchor its goal of building an “innovative, livable, beautiful, resilient, civilized, and smart modern city” and continue to deepen new urbanization efforts. This will make urban development more people-centered, enhance the quality of life for citizens, and continually meet the growing aspirations of the people for a better life.
