“Agriculture” Flourishes, “Harvest” Scenery Like a Painting

In 2024, the total output value of agriculture, forestry, animal husbandry, and fishery in the city reached 23.938 billion yuan, with the per capita disposable income of rural residents at 28,173 yuan, representing an increase of 45.77% and 36.45% compared to the end of the 13th Five-Year Plan, respectively. On November 11, the city’s Information Office held the fourth session of its series of press conferences titled “Concluding the 14th Five-Year Plan and Laying the Groundwork for the 15th Five-Year Plan” — “Agriculture and Rural Affairs.” At the event, Mr. Fu Yongfei, Party Secretary and Director of the City’s Agricultural and Rural Affairs Bureau, shared these inspiring figures.

Stability in Agriculture, Prosperity for All: Building the Foundation for Rural Revitalization. During the 14th Five-Year Plan period, Xiantao adhered to the priority development of agriculture and rural areas, learning from and applying the experiences of the “Ten Thousand Project,” advancing comprehensive rural revitalization, and stabilizing the foundation for rural revitalization through the stability of agriculture, rural economy, and the lives of farmers. The agricultural production, rural economy, and living conditions of farmers have shown steady progress, with thriving industries, attractive professions, and beautiful homes where people can live and work in peace slowly becoming a reality.

Modern Agriculture: Steady Progress

At the Jianghan Rice Fuxi Farm, drones automatically take off, patrol the fields, return for charging, and execute commands; technologies like rice and forest intercropping, AR glasses for pest identification, and “revival and preservation” of frozen fish have all made their debut. Recently, the provincial autumn and winter agricultural production site promotion meeting in Xiantao featured a dazzling “technology show.”

The key to agricultural modernization lies in agricultural science and technology modernization. During the 14th Five-Year Plan period, Xiantao continued to integrate the five pillars of quality seeds, good fields, best practices, favorable opportunities, and effective systems, combining technology, policies, and legal reforms to outline a new vision for the “Land of Fish and Rice” in the Jianghan Plain.

Focusing on “national priorities,” Xiantao worked hard to ensure stable production and supply. The city’s grain acreage has remained stable at over 1.77 million mu (approximately 118,000 hectares), with output maintained above 1.4 billion jin (700,000 tons). The production of vegetables, aquatic products, and oilseeds has continued to increase, with respective growth rates of 30%, 14.65%, and 9.6% compared to the end of the 13th Five-Year Plan. The supply of pigs, poultry, and eggs has been sufficient to meet the diversified consumption needs of urban and rural residents.

Focusing on industrial chains, the city strengthened its specialty industries. Xiantao established the Xiantao Yellow Eel Supply Chain Co., Ltd. and held the Yellow Eel Consumption Season for three consecutive years, accelerating the development of the entire industry chain from “cultivation, breeding, processing, and marketing.” “Xiantao Yellow Eel” became a regional public brand in Hubei Province, with a brand value of 30.651 billion yuan. The “Xiantao Yellow Eel” price index has become an industry benchmark, and the “rice-shrimp-eel” model has been adopted as a national fisheries technology.

Emphasizing practical use, Xiantao has made strides in agricultural machinery. The city’s agricultural machinery coverage rate for major crops has reached 89.1%. Jinxiu Huanuo oilseed rape, Hongwang Technology soft-shelled turtle, and Gengyuan Hui-seed cattle have been recognized with national certifications. The coverage rate of good seeds for major crops has stabilized at over 99%, and the good seed rate for livestock and poultry exceeds 80%. A total of 1.72 million mu (115,000 hectares) of high-standard farmland has been built, accounting for 87.87% of the city’s permanent basic farmland.

Food security fundamentally relies on arable land, and water conservancy is its lifeline. Zhang Fan, Deputy Director of the City’s Water Conservancy and Lake Bureau, introduced that during the 14th Five-Year Plan, the city invested 2.6 billion yuan to complete projects like the reinforcement of the Hanjiang River and Dongjing River dikes, flood diversion zones, and rectification of dangerous structures. These water conservancy projects provide strong support for flood control, disaster reduction, food security, and ecological protection.

A Beautiful and Livable Countryside

“Roads reach our doorsteps, there are buses to take us around, express deliveries come to our homes, and happiness is right at our doorstep.” This is how Xiantao villager Xia Zhongxiang from Qianqiao Village in Xianhe Town describes the changes brought by rural roads in the past five years.

When roads are built, businesses thrive, and when people unite, everything flourishes. During the 14th Five-Year Plan, the city vigorously promoted the construction of “Four Good Rural Roads” (good roads, good construction, good management, and good service), transforming rural roads from just increasing quantity to improving quality, from building new roads to maintaining existing ones, and from simply functional roads to beautiful roads.

“We will comprehensively build, manage, and maintain rural roads,” said Pan Wanjun, Chief Accountant and Member of the Leading Party Group of the City’s Transportation Bureau. More than 1,000 kilometers of new rural roads have been built, 800 kilometers of rural road safety and security projects have been completed, and over 200 kilometers of beautiful rural roads have been constructed. Additionally, more than 70 dangerous bridges in rural areas have been rebuilt.

Several rural roads have gained popularity for their beauty: Xiantao was named a provincial-level demonstration county for “Four Good Rural Roads,” and towns like Zhengchang, Chenchang, and Xianhe were recognized as provincial-level demonstration towns. The Painan Road in the Pailu Tourism Resort was named one of the top ten most beautiful rural roads in the province.

Changes extend beyond roads. The city has integrated urban and rural development in areas such as water, electricity, gas, telecommunications, and public services, steadily improving infrastructure. High-quality public services have extended to rural areas, including the creation of tight-knit medical communities, campus meal regulations, the universal promotion of “five elderly services,” benefiting about 6,000 elderly people, and increasingly improved childcare services.

“Clean homes” have brightened rural landscapes. The coverage rate of sanitary toilets in rural areas reached 71.52%, with full coverage of sewage collection and treatment, as well as waste bin consolidation. Yuan City Village, Laolirenkou, and Daohou Shanyuan have shone brightly, with Yuan City Village attracting 50,000 visitors in one day and becoming a new hotspot. Xiantao was selected as a pilot city for the provincial “Beautiful Countryside” demonstration project.

At the grassroots level, governance has improved quality of life. The city has implemented mechanisms like “door-to-door visits,” “village-level legal patrols,” and “community consultations” to continuously improve residents’ sense of security and happiness. Xiantao was selected as a pilot city for rural governance, and the case of “Combating Corruption and Promoting New Civilized Trends” was recognized as a national best practice.

Farmers’ Lives: Thriving

“In Xianfeng Village, we saw the beautiful China.” This is the praise Zhang Jiaqi, director of the fourth season of Home in the Mountains and Rivers, gave to Xianfeng Village.

From a “backward village” to “China’s No. 1 Eel Breeding Village,” Xianfeng Village in Zhanggou Town has transformed itself through the development of eel farming. The collective annual income of the village exceeds 5 million yuan, with per capita income surpassing 60,000 yuan.

The key to rural revitalization lies in industrial revitalization. During the 14th Five-Year Plan, the city focused on ensuring that people in poverty have better lives, ordinary citizens grow wealthier, and rural collectives strengthen their financial base. By promoting industries tailored to each village and town, developing industries that benefit rural people, and establishing strong industry foundations, the city has provided farmers with “golden opportunities” for shared prosperity.

According to Fu Yongfei, Director of the Xiantao Agricultural and Rural Affairs Bureau, there are now 7,924 key agricultural businesses in the city, a 135% increase from the end of the 13th Five-Year Plan. The city’s total output value of agricultural products processing has reached 39.783 billion yuan. More than 200,000 people are members of farmers’ cooperatives or family farms, benefiting over 200,000 households, accounting for more than 70% of all agricultural households in the city. The per capita disposable income of rural residents continues to grow steadily, ranking in the top three in the province.

This year, the city has focused on managing rural collective “three resources” (land, assets, and labor), resulting in an additional asset value of 193 million yuan and an increase of 47,700 mu (about 3,200 hectares) in resources. The city has also standardized contracts and improved efficiency, raising benefits by 84.08 million yuan. As a result, village collective income has remained above 100,000 yuan.

Looking ahead to the 15th Five-Year Plan, Xiantao will focus on building an agricultural powerhouse and setting an example for the “Land of Fish and Rice” in the Jianghan Plain. The city will promote technological, green, quality, and brand agriculture, using agricultural stability as a cornerstone to drive comprehensive rural revitalization and contribute to Xiantao’s ambition to “build strong foundations, advance toward a 200 billion yuan economy, and take the lead.”
